SN Elisabeth Hanna selected as Enlisted Person of the Year for District 13

SN Elisabeth Hanna was selected as the Enlisted Person of the Year for District 13 at an event in Seattle last night. Elisabeth is a SN at Station Portland and is currently (except for last night) at Boatswain's Mate "A" School in Virginia. Elisabeth is also an Auxiliarist and member of Flotilla 76, Swan Island Oregon.

She will now represent the District in the selection for the Coast Guard Enlisted Person of the Year.

The many of us who have had the opportunity to work with and learn from Elisabeth are all well aware of how she exemplifies the Coast Guard values. She is an exceptional Guardian and an exceptional person.

Here is a note from Auxiliarist Wes Hanna who puts it best:

My wife, Elisabeth, was selected to represent District 13 for the Enlisted Person of the Year award last night. The award recognizes those who exemplify Coast Guard values, personal and work ethics and demonstrate leadership and teamwork. Elisabeth puts her whole heart into her Coast Guard work, and I am always very proud her.

Elisabeth is likely already on her way back to Yorktown, VA to continue Boatswain's Mate "A" School.

Congratulations Elisabeth! We are honored to have you as a shipmate.

I'm writing to let you know about USCG Barque EAGLE's facebook outreach and ask your assistance in generating excitement about this endeavor amongst the AUX. As I'm sure you are aware, EAGLE is America's Tall Ship and our Coast Guard's only dedicated afloat training platform.

This year, we are celebrating EAGLE's 75th Anniversary and are returning the ship to Hamburg, Germany, where she was built in 1936. As part of our celebration, we are trying to raise awareness about the Coast Guard and EAGLE by getting 7,500 "fans" on _facebook.com_ (http://facebook.com/) for EAGLE's page. I ask that you help me get the word out to the AUX about EAGLE's facebook site, where people are able to follow our historic voyage this summer and in the future, and most importantly, help spread the word about the U.S. Coast Guard and EAGLE.

EAGLE works very closely with the USCG AUX in every domestic (and occasionally foreign) port we visit. Additionally, we sail with at least one Auxiliarist every time we get underway in order to expose the trainees to the volunteer arm of the Coast Guard. Many Auxiliarists have been aboard and have assisted in our port calls, and for that we are always grateful.

We find that this website is an invaluable way to utilize social media in recruiting, educating and exciting the public about what it is we in the Coast Guard and aboard EAGLE do every day.

Order Safety Boating Materials

Ordering Boating Safety Materials

Flotilla Members:

Spring is coming and flotillas will be ordering materials. Because of the tight State budgets and the reduced budget for Coast Guard, we need to conserve our resources.

Use the following procedure when placing an order:

1. The MA or FC does the ordering for the Flotilla - no one else.

2. Order what you may need. Do not hoard or stock pile.

Auxiliarists order from 3 different places

1. The State's Boating Program (each state has a different procedure)

2. ANSC (Auxiliary National Supply Center) catalog is on the National Auxiliary website (www.cgaux.org/members). Use the ANSC form, on the back page of ANSC catalog.

3. Joann Hall - ADSO-MA handles the ordering of Auxiliary Public Education material (books). Ordering form attached.

4. From other sources in your area who may have material available for your Flotilla.

The State Liaison Officer of your State (Ronnie Fritz, Idaho; Edmond Hutchinson, Montana; Danny Dail, Oregon; and Bonnie Harding, Washington) will be sending you the process of obtaining boating material from your State. If you have questions contact your SLO of your State.

To all Auxiliarists in District 13: As we start another year together please allow me to wish you a very happy and successful New Year, and to thank you for the honor of serving as your District Commodore for the next two years. I want to thank every elected and appointed officer at the flotilla, division and district level for the part you are playing to fulfill our mission. The entire leadership team under the able day-to-day guidance of District Chief of Staff Dean Wimer is at your service. Our National Commodore, COMO Jim Vass, has adopted as his watchwords for 2011 "Dependability, Integrity and Diversity". Here in District 13 our watchwords are "Credibility, Accountability and Responsibility". If you add these to the core values of the Coast Guard "Honor, Respect and Devotion to Duty" you have the essence of what we are about, and how we go about performing our missions. We strive always to do the Right Thing, the Right Way for the Good of the Order. We hold ourselves accountable to the highest standards, even when we think others may not be watching. Admiral Papp has called for a "Steadying of the Service". A call for an increased focus on safety and excellence in carrying out of basic missions. Our major part of this is Recreational Boating Safety, which includes our operational activities on the water and in the air. We strive continually to prevent accidents and mishaps on the water through our Public Education, Vessel Examination and Program Visitor activities, and our work with the states and their programs. At the same time we augment the active duty where appropriate and possible. There is much to be done and many opportunities for service throughout the entire 400,000 square mile district of Washington, Oregon, Idaho and Montana. The focus of our leadership team is to strive to bring the best opportunities to as many members as possible. We are committed to the concept that the organization is at its best when each member is helped to achieve the maximum involvement in programs, the maximum satisfaction from their efforts and the best training we are able to make available. Our members are our biggest asset, and our entire leadership effort at the elected and appointed positions must be devoted to ensuring that the needs of the individual member are met as much and as often as possible. You will see some minor changes this year. We will be emphasizing the Area Training Meetings as the venue of choice to deliver training, especially that received by our DSOs at N-TRAIN. We are trying to make excellent training available to you in as convenient and effective a manner as possible. Please take advantage of it! District Elections 2010

The Fall 2010 District meeting is set for September 24 to September 26 at the Doubletree Suites Hotel in Seatac. At this meeting the Board of District 13 will elect members to the following positions: District Commodore, District Chief of Staff, District Captain-North, District Captain-South, District Captain-East. The DCO and DCOS elections will be for a period of two years, the District Captain elections will be for a period of one year. All elected positions will take office on January 1, 2011. In accordance with the provisions of Article VII, section 7.1 of the Standing Rules of District 13 any member wishing to run for any of the above positions is required to give 90 days written notice to the District Commodore of their intent to seek office. The Auxiliary Manual sets out the eligibility requirements for seeking office. These requirements may be found in Chapter 4, Section F2 and Appendix D of the manual. Please review them to ensure that you meet the requirements if you intend to submit your name for election to any of the offices. If you wish to submit your name for any elected position please do so in writing to COMO Hoppman, copy to the DCOS, no later than June 23, 2010. Your letter should confirm that you meet each and every requirement specified in the Auxiliary Manual for the office you seek. Any questions may be addressed to me. ATON Verifier Course offered on 5/22

Division 2 will be offering the "Aid to Navigation Verifier class" at Pier 36 in the Coho room on 5/22 starting at 8:30 and ending about 17:00. The class will be taught by Tom Anfang. It will cover, PATON verification, bridge inspections and chart updating. Students successfully completing the class and written test will have their names and tests submitted to DIRAUX for certification as Aids Verifiers.

Prospective students must email Tom Anfang at tanfang@msn.com to ensure there is a handout available for class use.

Seattle Coast Guard commander relieved of duty SEATTLE -- Capt. Suzanne E. Englebert has been temporarily relieved of duty as commander of Coast Guard Sector Seattle, the Coast Guard announced on Thursday. In a news release, Rear Adm. Gary T. Blore said he had lost confidence in Englebert's ability to command. "The decision to relieve a commanding officer is never easy and is taken very seriously," Blore said in a statement. "Due to an unacceptable command climate this commander no longer had my confidence to command an effective unit. I firmly believe this decision was made in the best interest of the unit and the Service."

"Paddlesports America" is the title of the new Coast Guard Auxiliary Public Education course published by "Boat Ed" (copyright 2010). Note: This course meets the new NASBLA education standards for paddlesports but it does not meet the requirements for mandatory boater education in Oregon and Washington.

At a meeting of the EXCOM last night it was decided that MII (the Maritime Information Initiative) be formally adopted as a major communication tool of D13. Many of you already have access to MII. It is a central repository of much useful information about the auxiliary, as well as an interactive discussion tool for many topics of mutual interest. If you already have an account you need do nothing; if you don't have access and would like it please contact the DIRAUX office and they will be glad to set you up. EXCOM also decided to request that all D13 elected leaders (FC, VFC, DCDR, VDCR, DCAPT, EXCOM) have, and use, an MII account as part of their elected duties. INVASIVE Species Tng and Certificates

FIRST: All members who attend the February and March classes in Salem, you should expect your certificates in the next two weeks. In checking with ODFW and OSMB, they indicated that they held the February class list until they had finished the March Class. They tell me that they are working on the certificates and expect to have them out by mid April.

SECOND: The last chance to take the INVASIVE SPECIES training will be April 17th, 2010. If you did not get to attend and would like to, send me an e-mail with full name, address, member number, phone number, Flotilla number or civilian status and e-mail address. The class will start at 0900 at the Oregon Department of Fish and Wild Life, located at 3406 NE cherry Avenue in Salem, OR You can expect to be finished by 1400.

It is best to plan to wear clothes that you can use to get down under boats during the hands on inspection process.

District Radio Officer. This is a new position in the communications department to provide additional focus on technical

Matters, recognizing the many changes that we must address in equipment requirements, training requirements and

Organizational structure to keep up with the 21st century. This reflects the many changes that the Gold Side is also

addressing. These include such items as encrypted digital radios for the operations, Rescue 21, Digital Selective Calling,

reorganization of the sectors and other things not yet off the boards. Frank will report to the DSO-CM, Wendel Brunk as do

the ADSO's North, East, and South.

It has been brought to my attention that there a number of Auxiliarists in our Northern Area who are unfamiliar with our training opportunity we call GNATS. GNATS stands for the Great Northern Training Sessions. It is held once per year as a training and meeting opportunity primarily for those in the Northern Area of District 13 (Div 1, 2, 3 & 4) but others outside the Northern Area are certainly encouraged to attend. It is usually a one or two day event filled with training, networking and fellowship opportunities. This year it will be a two day event at Sector Seattle, Pier 36, which means there will also be opportunities for tours (JHOC -Joint Harbor Operations Center, ships and fast boats). The dates are May 22&23. I hope you can join us! Innovation Comes to the Auxiliary!

Who in the Auxiliary has not wondered about improving an Auxiliary or USCG practice or process where you believed there was an easier and more effective way to do things?

Perhaps you have engaged in a better way to do business and have identified your process to your Aux or active duty leadership. Why not share this experience and show it off at the national Innovation EXPO through the CG Innovation Process.

This year's EXPO is in Tampa, Fla. Our district has had a great history of sending Auxiliary members to these EXPOs in the past and we'd like to formalize this process to become more inclusive.

The USCG Innovation Program was developed to drive good ideas and best practices through various levels of USCG command and/or Auxiliary management.

The goal is to gather ideas and suggestions from our D13 Auxiliary and to push these through a formal vetting process which could ultimately result in funding of implementation action plans as well as recognizing and rewarding you and our organization for our participation.

We currently have an MII forum https://www.chds.us/courses/mod/forum/view.php?id=37641 designed to host "ALL" of your ideas and proposals in a format and methodology which may be entered into the CG's "secure" portal on your behalf.

In our D13 MII Innovation Portal you will see there are currently five categories where your ideas can be submitted. If none of these seem to fit your idea, use the " D13 Aux Innovation // Management /Qualifications -- Best Practices ..." category. These are the same categories the USCG active duty and civilian employees use.

Because the security involved in the existing CG Portal, hosted on a CG secured server, direct participation by Auxiliary members is generally impossible and has been for many years. This limit has effectively cut off 32,000 USCG members from directly engaging in this necessary process which could greatly benefit by Auxiliary participation.

So put your thinking caps on and let's innovate! We have to act on this almost immediately 31 March is the last day to submit.

Recently, a new tool was made available to us so we could reference directory information without having to maintain our own copies of sensitive personal information about our members. The AUX Member Directory is available at https://auxofficer.cgaux.org The user id and password is the same as you use to access the E-Directory and the District Materials Store. This is a part of our direction of not having you remember another password but to use a 'single sign on concept' Please check out this new capability and provide feedback.

Benefits of Membership

From time to time questions come up about what benefits we have as a result of being an Auxiliary member. Chapter 3, Section D.1 of the AUX Manual lists the following items that might be a useful reference tool for existing and new members.

Here is what the manual says:

"Membership Privileges

Once an applicant has been approved as an Auxiliarist, the Auxiliarist shall have the following privileges:

• Entitled to receive current copies of certain Auxiliary publications and The Navigator magazine at Government expense.
• Entitled to attend all Auxiliary national, district, division, and flotilla meetings, training sessions, and social events.
• Entitled to vote on any flotilla matter.
• Entitled to be carried on the district membership rolls and receive an Auxiliary membership photo identification card.
• Entitled to wear an Auxiliary uniform with proper devices and insignia of the current or highest past office held.
• Eligible for any elected or appointed office for which qualified.
• Eligible to receive Coast Guard orders and be assigned to duty.
• Entitled to fly the Auxiliary Ensign on any currently inspected facility, including vessel, aircraft or radio facilities, and on or near buildings or homes in which such facilities are located or in which the Auxiliarist resides. Those Auxiliarists may fly the Auxiliary Ensign day and night. While underway, an Auxiliarist must be on board when flying the Auxiliary Ensign. If an Auxiliarist is present, the Auxiliary Ensign may be displayed in appropriate public places in order to promote the purposes of the Auxiliary. The Auxiliary Ensign must be maintained in good condition at all times (true color, no tattered corners, strings, etc.) to bring credit to the organization.
• Entitled to Coast Guard and Auxiliary advanced training.
• Authorized to use Coast Guard Exchange System (CGES) exchanges, pursuant to the restrictions contained in the Nonappropriated Fund Activities Manual, COMDTINST M7010.5 (series).
• Authorized to use Department of Defense exchanges only when purchasing articles and accessories of the uniform.
• Authorized by proper Coast Guard authority to use Government vehicles to perform official business, such as when augmenting a recruiting office.
• Granted access to the Coast Guard’s Mutual Assistance Program, which provides no interest loans or grants for emergencies and student loans.
• Authorized to use Coast Guard Morale, Well-Being, and Recreation (MWR) programs as specified in the Coast Guard Morale, Well-Being, and Recreation Manual, COMDTINST M1710.13 (series). This does not include the patronage of Child Development Centers (CDCs). Any eligibility to use Coast Guard CDCs may be found in the Child Development Services Manual, COMDTINST M1754.15 (series).3-15

Update on Invasive Species Inspector Training

The location of the Invasive Species Inspector Training class has changed several times as we attempted to locate a room large enough that did not charge for the room usage. We will have the class at the Oregon Department of Fish and Wildlife located at 3406 Cherry Ave NE in Salem Oregon.

The deadline for submissions to the District newsletter, Buoy 13, is rapidly approaching. All submissions should be forwarded to me NO LATER THAN 20 February 2010, The expected publication date of the Spring Buoy 13 is April 1st so please target information forward to that date as appropriate.

Submissions are desired from all district and liaison officers with a specific goal of tell the story about your area of responsibility. Division and flotilla members are also encouraged to make submission when what they have to say teaches, highlights or entertains our members of the district. We are not looking for stories that apply only to your individual division or flotilla. Those stories belong in your Division or Flotilla newsletters. If you have something that is of general news worth then anyone can submit and item. All submissions will be given due consideration for applicability to this basic rule. All submissions are subject to editing to conform to CG style rules.

If you are submitting an item, please include any pictures or art work that might help illustrate your submission. Also, all submitters are asked to forward a photograph of themselves to help our readers to get to know you. We prefer shots of you in Auxiliary uniform if possible or appropriate to your story.

All hours accumulated in the year 2009 should be placed in 99-E. All 2010 hours need to be placed in the proper category shown below.

ATTENTION ALL MEMBERS: Starting 4 January 2010 there will be a new Member Activity Log, ANSC Form 7029. The old one CANNOT be used. The old mission 99 has been expanded into 5 sub-missions; 99-A through 99-E.

99-A - AUXILIARY LEADERSHIP: Report all time spent by elected and appointed staff performing National, District, Division, and Flotilla position duties. This includes all time spent for preparation and travel for these duties.

99-B - RECREATIONAL BOATING SAFETY (RBS) SUPPORT: Report all time spent in RBS Support that is not otherwise reported on a 7030, 7038, 7039, or 7046. This includes all time for preparation and travel in support of missions reported on 7030, 7038, and 7046.

99-C - Marine Safety (MS) Support: Report all time spent in MS Support that is not otherwise reported on a 7030 or 7038. 99-E – AUXILIARY ADMINISTRATIVE/LOGISTICAL SUPPORT: Report all time spent for Auxiliary and CG Support missions not otherwise reported on any other form or any other Mission Code above. Include all time working on committees or attending meetings (if you are not an elected or staff officer.) This includes all time for preparation and travel.

We have added fields for Non-Reimbursable Miles Drive and, Tolls and Parking. These two enhancements will provide the Coast Guard with important "Return on Investment (ROI)" information relating to the Auxiliary.

Hello,

After 2 successful years in coordinating Auxiliary participation for Sea Fair, Robert "Mike" Allert will be handing the torch over to me for 2010. With that being said, (thanks Mike!) I'll be acting as the next Point of Contact (POC) for SeaFair 2010, with Gene Rubbert (cgaux32@gmail.com) as my second.

It is entirely possible that the schedule will be much like last year and the Auxiliary will be involved from Wednesday, 04AUG10 through Sunday, 08AUG10.

In order to get a better understanding of how many Facilities, Coxswains and Crew members are interested in participating, I'd like to ask each of the SO-OP's to get with their FSO-OP's to compile a list emailed to me no later than 28FEB10.

Planning meetings for Sea Fair 2010 will likely begin in January. The exact nature of CG and CGAUX support will be subject to negotiation between SECSEA and the Seafair organization, but most likely: a) Seafair boats will be responsible for the holding the airbox line. b) Some CG and CGAUX facilities will be present as back-up. Quantity is unknown. c) AUX PWC will probably be used. D AUX FAC will likely have LEAT.

So, the sooner you can get staffing information to me (and questions and concerns) the better we can be prepared for this event.

Awards Program

THE DISTRICT 13 AUXILIARY AWARDS PROGRAM Many of you have inquired about the Awards Program in the Auxiliary. Sandy and I will explain in publications or by directly contacting us how the awards program is organized, how it works and how each of us can ensure that Auxiliarists are properly recognized for their efforts. Most importantly, what do you need to do to get someone recognized? Typically recognition comes from doing something out of the ordinary, something above and beyond doing the normal work of a job. Lower level awards are for people who have done a job such as a Flotilla Staff Officer in a competent manner completing all assignments. Lastly, there is recognition for long and faithful service. Ribbon awards are given for performance beyond normal expectation or successful involvement in a special assignment. The greater the responsibility or impact, the higher the award. Some awards specify functions such as life saving; others require length of time or multiple efforts, still beyond "just doing the job." Recognition for competent work or faithful service alone usually does not qualify for a ribbon award. A letter of appreciation from the Commodore, the Flotilla Commander, or possible recognition as Auxiliarist of the Week are additional ways to recognize individuals for work they have done. Fortunately, you don't have to make that decision. Your assignment in the awards process and it is the most important one is to get ALL THE FACTS answering the questions of' 'who', 'what', 'when' 'where' and 'why'. Fact is the important word we can not use generalities. We will call you if we need more information. Time lines are important to give the Awards Committee when you are giving us "the facts". Here is how to get your recommendation to us. Access to the Pier System is: www.piersystem.com/go/site/1655/ We suggest that you put this in your favorites so you can easily > access it. You cannot go any further into the system than the home page. When you are in the system click on AWARD CANDIDATE OR DRAFTS, there you will also see STATUS REPORTING and AFTER ACTION REPORTS. The page that comes up is the same for all three options. Therefore we request that when you go to option # 2, you state - "This is for an award" or "This is an after action report." There are 8 boxes you can fill in: 1. Please be sure you fill in your name and email so we can let you know that the write up has been received. 2. Include all members involved and clearly state if any are Active Duty. 3. Describe the actions in as much detail as possible - no generalities. We can do nothing without exact detail. 4. Be specific on the location and indicate if it is within your AOR or another area of responsibility. 5. Dates are needed - please be specific. Time is also needed, as much as possible. 6. Again, give details as to why the actions took place. Who benefited from the actions: Auxiliary, public, Active Duty, etc. and what the final results were of the actions taken. 7. Any other comments that you feel are pertinent to the actions can be listed here if not given above. 8. If you have photos/audio/video of the incident please let us know - Do not try to attach it into the Pier System recommendation. You do not need to repeat yourself if you have already included information on previous questions. IMPORTANT: INDICATE IF THIS IS A WRITE UP FOR AN AWARD OR AN AFTER ACTION REPORT --------------- DO NOT SUGGEST AN AWARD LEVEL Once the recommendation is in you will get a call if there are questions. If the recognition does not appear to rise to the level of a ribbon award you many not get a call. So be sure you get all the things you want to say in your initial submission. Last year, the processing team and voting board had to review over 200 submissions going back several years. This year we are not working with nearly as many submissions. We will help you all we can and we will make a variety of materials available to you so you can understand the process. One good place to begin is at the District Conferences, the regional conferences and workshops that are held from time to time. Contacting Sandy directly at meow@olympus.net is another good place to get help. Finally let's talk about some do's and don'ts: DO'S 1. Give us all the facts. If life saving may be involved, you will need signed statements from first responders or medical personnel and possibly the victims. You can be sure you will be getting and early call from us. 2. Give us your Flotilla number, the location of your flotilla, and state whether the event took place in your area of responsibility (AOR). 3. If the event involved the Active Coast Guard, do let us know and to what degree they were involved. 4. Get the information to us quickly. The award process takes several months at best. DON'TS 1. Do not specify the level of the award. Several of the old Auxiliary pamphlets and parts of the manual have been superseded by new names and criteria for personal decorations. 2. Do not write up a citation. That is what we do. If you are good at writing and would like to become one of the awards writers, let us know. 3. Remember that is inappropriate to submit "Mary Smith", for example, for an award through both the D-13 Auxiliary Awards Committee AND through the D-13 Active Duty side. He brings considerable experience and knowledge of the auxiliary and working with the active duty to this new appointment. It is with profound sorrow and deep regret to hear of both the tragic loss and unusual circumstance of a valuable member of our USCG Auxiliary.

Many of you might have heard about the incident surrounding our Auxiliary brother Albert Beutler on Aug 12 in the San Juan Islands. Al was a member in Flotilla 12 and a past Flotilla Commander.

During the years of his membership he contributed much to his flotilla and to his comrades. As Auxiliarists we mourn the loss of one of our own and extend our deepest sympathy to his family and close friends. At the same time it is important for you to know that Al was not involved in any Auxiliary matters or business at the time of this unfortunate incident involving his death and that of his girlfriend; this incident was not associated with the Coast Guard or the Coast Guard Auxiliary. As this the case, we will not be making any public statements concerning the details of the losses - this was not the work of an Auxiliarist on duty and is simply a civil matter at this time.

At times like this that we might have more questions than answers. For those close to our fallen comrade you might wonder if you might have seen this coming?

In the last year we have lost two of our comrades to tragic circumstance and that's two too many. In retrospect, I don't see and don't know how or if we could have prevented them; only those close can possibly answer that question.

We lose friends and comrades thru natural causes or accidents all year, every year and we mourn their loss. We reflect on our friendships and the service of those who have crossed the bar, but when seemingly unpredictable personal event such as this happens, it is certainly hard to comprehend.

I cannot delve in to the human psyche and its complications, but I can and do offer my condolences to the families and close friends. I encourage you all to avail yourselves to the services available to you as members of the Coast Guard family of the Chaplains/CISM services.

If you don't have your own professional or clergy for mental and spiritual support there is Coast Guard support assistance to guide you in troubled times. My call to you is to stay together in this time of sorrow and loss.

This a time to mourn, reflect and explore. Mourn and appreciate our loss, reflect and take joy in the past.

I'll ask you to explore and never stop looking for signs of worry and doubt for our friends and comrades.

If you see a tell tale sign of depression, withdrawal in an outgoing person, step up to the plate and make an attempt to assist. If you're hesitant than let someone know what you are seeing. While it may just be just a bad day your intervention could help in ensuring that it's not going to be his or hers last.

As we move our attention from this incident and back to our missions, we should all keep in mind that fellowship and support of one another during stressful times is critical to the health and well being of every member. This incident reminds us to be vigilant in looking out for one another as best we can. Devotion to each other is just as important as Honor, Respect and Devotion to our organization and its goals.

In this sad time let us remain focused on our friendships, let us remain dedicated to our family both immediate and organizationally.

As Vice Commandant, I serve as an integrator across the entire Coast Guard for strategic planning and execution, resource allocation, effectiveness and accountability. To effectively do my job, clear and frequent communication with the workforce is imperative. I am very pleased to have Master Chief Steve Cantrell as a senior enlisted advisor on my staff to help me keep all lines of communications open. I will give periodic updates and seek your feedback through professional dialogue on a wide variety of topics including Modernization, policy and budget matters and issues affecting our workforce.

To that end, I invite you to participate in a virtual all-hands meeting with me on Monday, 24 August 2009. I will hold two sessions - the first at 1000-1130 EST and the second at 1400-1530 EST. I will send participation details next week identifying video teleconferencing (VTC) locations, dial-in phone numbers, and a webcast URL address. Auxiliarist Paul Billick is a member of Flotilla 66 (McMinnville) and lives in Sherwood, Oregon.

Paul recently spent seven hours assisting and directing both the Washington County Sheriff Department and the six-member Clackamas County dive team with an operation involving the identification and eventual recovery of a Ford F250 truck and trailer worth $45,000 which was underwater in Haag Lake, Oregon.

Paul was at the lake to conduct Vessel Safety Exams but instead found himself acting as the "local knowledge expert" based on his experiences and knowledge of the waters, the ramp and the underwater terrain.

After four hours of diving, the dive team found the vehicle and trailer in approximately 50 feet of water. They were then able to assist two wreckers in pulling out the truck and trailer thus averting what could be negative impact on a pristine lake.

Ed Hutchinson ("Hutch") is a member of Flotilla 10-3 in Helena, Montana and the Auxiliarist of the Week. Through the spring and into late June, Hutch took charge and coordinated Coast Guard presence at the three day Military Open House and Air Show in Helena, Montana which was the largest regional event of its kind in recent history attracting 20,000 visitors. Hutch has also been involved in producing Boating Safety Audio/Visual DVDs, conducting interviews and appearing in RBS TV & news segments. Presently he is setting up more TV interviews and joining with Montana Fish, Wildlife, and Parks in producing Boating Safety programming. He also works closely with the USCG Spokane, WA recruiting office and has worked numerous events for them. Hutch has logged over 128 hours during 2009 in support of these Public Affairs missions for the Coast Guard.

Our Auxiliarist of the Week is Bill Powell who serves in Yaquina Bay, Oregon.

When one of the Rescue 21 sites went off the air on July 2nd, Group North Bend immediately requested Bill's assistance to set up and operate an Aux Mobile Radio facility and act as their radio guard.

Bills availability and quick response not only provided a needed service, it alleviated the CGC ORCAS' need to get underway to stand guard.

RE: auxiliary recruiting public service announcement

Background:

One of the main goals of this US Coast Guard Auxiliary Public Service Announcement is to further general public awareness about the USCG Auxiliary and ultimately provide a resource for recruiting more auxiliarist.

Scope:

Scripts and storyboards have been created and are currently available via MII. By means of flotilla commanders and other auxiliary officers, candidates will be chosen to participate in film shoots conducted by the Director of the 13th District Auxiliary's Public Affairs Team and Central Washington Universities Film School.

These film shoots will take place throughout the month of June in locations approved by the LCDR Andre Billeaudeaux and Professor Michael Ogden at Central Washington University.

Post-production and distribution will be handled predominantly by Central Washington University with oversight coming from LCDR Andre Billeaudeaux.

Schedule:

Filming will begin on the 6th of June and will run through the end of June. A final project deadline has not been confirmed but will be no later than August 1, 2009.

District Elections in September 2009

At the Board meeting to be held at the next district meeting (September 18- 20, 2009) we will hold elections for the positions of District Captain East, North and South. Elections for these positions are held annually and the term is for the one year period from January 1, 2010 to December 31, 2010.

The positions of Commodore and District Chief of Staff are elected for two year terms, and elections to these positions were last held in September 2008. Elections are not due again until September 2010.

The qualifications required to be a candidate for the office of District Captain (formerly Rear Commodore) are laid out in Appendix D of the Auxiliary Manual.

In addition Article 7.1 of the D13 Standing Rules states that candidates who wish to run for the position of District Captain should submit a letter of notification to the district Commodore of their intention to run no less than 90 days prior to the election. These Standing Rules also provide for floor nominations at the board meeting.

If you feel that you meet the requirements for the office of District Captain and would like to run for office for the calendar year 2010 please submit a letter of intent to COMO Hoppman, with a copy to the DCOS, no later than Saturday, June 20, 2009.

BREMERTON, Wash. (NNS) -- Service members from all over Washington State came together to compete in an armed forces "Iron Chef" competition at Olympic College in Bremerton, Wash., May 16. Culinary specialists representing the Navy, Air Force, Coast Guard, and Army tested their skills during the annual competition as part of the city's Armed Forces Day celebration. Service members competed in various events during the competition, including a chili cook-off, ribs, cornbread, sugar art, and garnishes. Each entry was judged based on originality, presentation, and taste. "We taste for originality, how much spice was used in the food, and presentation, to see if there was a different eye appeal," said Mark Kaiser, representing Whole Foods Market, and one of the judges during the event. "I'm former military, so I like to find out about the people who are cooking. This is my third time judging, and it's pretty good competition." During the main event, 10 teams had to put together a meal, incorporating a secret ingredient. The secret ingredient was kumquats, a citrus fruit originating from China. The entire fruit is edible, with an intense sour flavor, mellowing to an orange flavor, and finishing with a slightl bitter aftertaste. Each meal consisted of a main dish, a starch and a vegetable. Also, each team had to put together a fancy, or "Vegas-style" fruit salad, which also had the secret ingredient added. "I used the fruit as a garnish for fruit salads, and added it to vegetables to give a sweet taste to it. I used the fruit kind of like a spice," said Culinary Specialist 3rd Class Gabriel Common, from USS Abraham Lincoln (CVN 72). "I've never heard of the secret ingredient before," said Coast Guard Senior Chief Food Service Specialist Lorn Gordy. "I had no idea what it was, or even what kind of flavor it had." The event was open to the public, where local residents were able to sample service members' entries. "The food here is really good. After standing and watching the parade, we got really hungry," said Bremerton resident John Klega. Military members enjoyed the opportunity to meet with their counterparts from the other branches of service. "I found it really interesting to see how other branches of service operate," added Common. "It was fun to work alongside our counterparts. The Coast Guard is a small organization and we don't get to compete against our counterparts that often. One of Three AUXNET Radio Repeaters Back Online

After a year long shutdown of the United States Coast Guard Auxiliary Network (AUXNET) radio repeaters in Seattle due to conflicting frequencies, one repeater is now back up and fully functional. Today ADSO-CM Lee White along with his wife Mandy White and DSO-CM Frank McJunkins reconfigured the first of three AUXNET repeaters on the roof of the Henry Jackson building and restored service to the Seattle area. This is the first of three repeaters that are to be turned on in the next few weeks.

The AUXNET is a backup radio network which allows for communication with both the Auxiliary and the Coast Guard. In areas with a large Coast Guard presence, the AUXNET provides both a support and backup role. In the case that the Coast Guard frequency is jammed, the AUXNET provides a fully-functional alternative.

When we began our Modernization efforts three years ago, I emphasized that our overarching goal was to create a more agile, flexible, and change-centric Coast Guard. We are making progress but more work remains. As recent events have illustrated, our cause-for-action is compelling so our organizational intent to create a better Coast Guard must stay firm.

As we developed our Modernization framework in the spring of 2006, we could not envision the global financial crisis, the direct impacts on our Service from major restructuring of the Department of Defense, the escalation of maritime piracy, and the ramifications of the receding Arctic ice cap. The Nation's current financial crisis may cast doubts on our commitment to Modernization. It should not. The need and ability to modernize are independent of our annual budget. The pace of change in our world is accelerating faster than at any other moment in history. To succeed, we have to be adaptable. As we make the necessary course corrections to mitigate emerging maritime threats, we'll maintain a steady bearing on our Guardian Ethos to ensure we stay on track.

We will not delay due to retirements, rotations, or the fluctuations of the annual budget cycle. The senior leaders who will succeed me are also dedicated to modernizing the Coast Guard for future success. They will need your continued commitment to make our goals a reality.

Modernization will enable us to execute our missions more effectively, improve connectivity with our stakeholders, sense changes in our operating environment, maintain a strategic focus, build new skills and competencies in our workforce, and enhance our business processes instead of working around them. All of these are attributes of a change-centric organization and are reflected in our current efforts.

As I travel around the country, I have heard from many of you that our business practices need to change. We have listened. This week we will stand up the last of our logistics and service centers - the Legal Services Command. These new centers will improve mission support by installing product-line managers for all personnel and assets. I've had many operators tell me about the benefits they are already experiencing by converting our small boats to the bi-level maintenance model. At the Sector level, every asset's mission and maintenance status are accessible from one source - the Electronic Asset Logbook. These are steps in the right direction.

I am fully aware that we need enhanced capacities and capabilities to respond to the emerging needs of our Nation. We are working hard to provide new capabilities to the field including the National Security Cutters, Response Boat-Mediums, and the HC-144 Ocean Sentry patrol aircraft. Plans are also well underway for improved Coast Guard situational awareness through an integrated Common Operational Picture and Common Intelligence Picture for our operational units and command centers.

Training and readiness are vital to sustainable mission execution. On April 1st, we established the Force Readiness Command Pre-Commissioning Detachment which assumed responsibility and programmatic oversight of all Coast Guard training centers and training support commands. This consolidation will align and standardize our various training entities into a more responsive framework to meet our dynamic mission requirements. I appreciate all of your hard work and for your commitment to our future modernization goals. Change is hard but not as hard as the impact of missed opportunities or the inability to adapt to change. Moving forward, we must believe in ourselves and in the fact that we are doing the right thing for the Coast Guard and the Nation.

Thank you for joining me and our future leaders as we create a change-centric Coast Guard that will remain "Always Ready" to execute our maritime safety, security, and stewardship missions.

Appointment of District Department Chief - Response

All, As many of you may already know COMO Nick Nicholas has asked to relinquish his role as DDC - Response due to illness. COMO Hoppman has accepted Nick's resignation with regret, along with his best wishes for a full and speedy recovery and thanks on behalf of all of D13 for a job well done. I am very pleased to announce that COMO Hoppman has extended an offer to Joe McClain to assume the position of DDC - Response, and that Joe has accepted that offer. Joe is well qualified for this position. He is presently serving as DSO-OPS and is a former division commander of Division 1. He has a wealth of knowledge and experience in Auxiliary matters to bring to his new position. We all welcome him and thank him for his willingness to serve. Thanks, Joe!

D13 Press Release (ATON Vandalism Story)...

Good afternoon to all D13 Coast Guard Auxiliarists,

I need your help!

As the D13 Federal ATON Damage Claim Manager I deal with recouping the cost of repairing any damaged Coast Guard marine aids to navigation (ATON) within our district. If I know who damaged an ATON I can bill them for the cost of repairing that ATON. However, many a time an ATON is damaged due to vandalism and no one is caught. Recently a press release was put out by our D13 Public Affairs office regarding the ongoing problem we have had through out the 13th Coast Guard District.

As members of Team Coast Guard I wanted to ensure EVERYONE was aware of this ongoing problem and ask that all team members be on the lookout for this problem. If you at anytime suspect that vandalism has occurred on a marine aid to navigation, be it publicly owned or private, please contact the nearest Coast Guard Group/Sector Command Center immediately 24 hours a day and report it!

Accidents, failures, bad weather all happen and ATON is sometimes damaged due to these problems, but vandalism is one thing we can all live without.

Buoy 13 Deadline for articles

This is a final reminder that all submissions for the Spring 2009 issue of our District 13 newsletter "Buoy 13" must be received at my email address (wills@exchangenet.net) no later than 20 February 2009. If you have photographs or graphics that help illustrate your submissions, please include them in .JPG format with a resolution of at least 200 dpi. Articles can be in .DOC, .DOCX, .PDF, or .TXT formats.

All DSO's, DCAPT, and Liaison officers are requested to submit information on activities or goals and concerns under there area of responsibility for this newsletter. Division and Flotilla personnel are also invited to submit articles, stories, reports, photos, etc. that they feel would be of interest to all members of the District.

I would like to also remind all District elected and appointed staff position personnel that they are asked to supply a photograph of themselves in dress uniform wearing their current position insignia and ribbons to me and the DSO-PA. I would like these color images to be in JPG format with a resolution of at least 300 dpi or better. These photos are also needed no later than 20 February 2009.

(2008) Another successful Bridge/PATON season is behind us!!!

Good afternoon,

First and foremost I'd like to say "Thank you!" to all Coast Guard Auxiliarist involved in anyway with the D13 Bridge Inspection / PATON Verification program for 2008. Thank you to all Aid Verifiers (AV), DSO/SO/FSO-ANs (ATON Officers) and support folks such as boat coxswains and crews that helped to successfully accomplish this mission.

Here's a breakdown of the 2008 season's work, which spans our entire district:

150 PATON verified (34 were reported to have problems) 158 Bridges inspected (62 were reported to have problems) ------------------------ 308 total items were looked at

On average a bridge or PATON takes approximately an hour to inspect or verify. One hour accounts for prep, travel, on-scene, post time for paperwork to be completed and discrepancies that were discovered to be immediately reported to the local Sector/Group office so a safety broadcast could be put out to advise all boaters of a problem.

84 AVs completed this work ------------------------------ 308 items @ 1 hour per item = 308 hours, which = 38.5 / 8 hour work days 1 AV = 3.75 bridge/PATON hours (approximately)

Once again, "Thank you!" to all Auxiliarists who were involved in the Bridge/PATON program in any why and will be in the future. Your hard work and dedication to this mission is helping to ensure the safety of the boating public!

New Auxiliarist of the Year Award

The New Auxiliarist of the Year (NAUXOY) award recognizes the most exemplary performance by an eligible Auxiliarist during the previous calendar year. Only those Auxiliarists who demonstrated sustained, exceptional standards of proficiency and conduct, and whose appearance and bearing were consistently impeccable, shall be considered for nomination. This award parallels the awards for the Coast Guard Enlisted Person of the Year (EPOY) and the Civilian Employee of the Year (CEOY) awards. NAUXOY tenure shall extend from the date of their announcement as NAUXOY until the date of announcement of their successor.

Eligibility Criteria

NAUXOY nominees must meet the following criteria:

Be a member in good standing of the Auxiliary for no less than one year and no more than three years from initial enrollment.
Demonstrated exemplary conduct.
Embraced Coast Guard core values of "Honor, Respect, and Devotion to Duty."
Projected exceptional uniform appearance and bearing.
Delivered consistently outstanding performance in terms of leadership, Auxiliary program skills, personal and work ethics, and Auxiliary knowledge.
Displayed superb initiative and motivation that helped significantly advance themselves and Auxiliary program(s).
Performed duties in outstanding fashion and achieved results of high quality, customer service, and teamwork that resulted in improved efficiency and effectiveness of Auxiliary and/or Coast Guard unit(s).
Other related contributions, achievements, and awards should be included for consideration.

Submission Requirements

NAUXOY nomination packages shall be processed as follows:

The National Commodore shall solicit nominations during the month of December each year.
Nomination packages must originate at the Flotilla level and be able to be electronically forwarded and processed. Packages should adhere to the minimum requirements prescribed by the sample format in Appendix G. Any package must be submitted to the regional EXCOM via the nominee’s chain of leadership.
The regional EXCOM must validate all nomination packages and determine which nomination to forward. The DCO shall endorse and forward only one NAUXOY nomination from the region to the respective ARCO by 15 February.
Upon review of all packages, the ARCO shall endorse and forward only one nomination to NAVCO by 1 March.
NAVCO shall chair a selection committee composed of NACOS and ARCOs to make the NAUXOY selection. NAVCO shall serve as tie-breaker among selection committee members. Upon selection, NAVCO shall forward the package to NACO.
NACO shall submit the package to G-PCX by 1 April.
G-PCX shall review and forward the package to G-C by 10 April.

Recognition

The NAUXOY shall receive the following recognition:

Announcement of award by ALCOAST message.
Award presentation at ceremonies in Washington, D.C. in conjunction with Coast Guard EPOY and CEOY presentations. Travel, lodging and per diem expenses for the NAUXOY and spouse will be covered, and orders shall be issued by G-PCX.
Recommendation for the Auxiliary Commendation Medal to be submitted by NAVCO.
NAUXOY names shall be inscribed on a perpetual plaque on permanent display at CGHQ.
Issuance of a personalized keeper plaque.

A NAUXOY may be requested, with NACO concurrence, to represent the Auxiliary at other official functions and ceremonies during their tenure. Appendix G

Classes are held at the Computer Training Room in building 3 on Pier 36. All classes are from 0800 - 1200 unless otherwise noted. Announcement - Division 2 Boat Crew Academy

The Division 2 Boat Crew Academy provides Auxiliary members with the opportunity to become qualified as Auxiliary Boat Crewmember or Coxswain. The next Division 2 Boat Crew Academy begins with an orientation on Thursday, 12 February and is scheduled to complete in mid may. The full schedule can be viewed on the Division 2 website calendar at http://www.d13002cgaux.org/ <http://www.d13002cgaux.org/> . Classroom activities will be held at Pier 36 in Seattle. On-the -water activities will be conducted at various locations in the Seattle vicinity.

Advance registration by 30 January is required. To register for the Academy contact SO-OP 2 Kelly Garber at kgarber@comcast.net. Please provide your name, member number, flotilla number, phone number and email address.

There are several prerequisite tasks that must be completed prior to the start of the Academy. Candidates for Auxiliary Boat Crewmember must be Basically Qualified (BQ Status) and must participate in a one hour interview with a member of the Academy Staff. Candidates for Auxiliary Coxswain must be currently qualified as an Auxiliary Boat Crewmember. Additional training (Incident Command System and Team Coordination Training) will be required prior to final qualification. Further details will be provided to members upon registration.

Today marks the end of my term as your District Commodore. At 1201am tonight, COMO Dennis Hoppman takes the helm as your new leader.

I want to thank the membership of District 13 for the support you have provided to your leaders, support to the Coast Guard and our Partners, and most of all the support to the boating public. Every day you do something for this organization, you make a difference. You help save lives, ease the burden of overstressed Coast Guard resources, and contribute to the safety and security of our nation.

Our organization has gone through significant change during the past two years and I don't anticipate that changes will end. You have shown your creativity, resilience, patience, and good humor through it all and for that, I thank you. I also want to thank you for the hospitality extended to me as I traveled nearly 40,000 miles to meetings, events, and great fellowship.

Our district is in wonderful hands as we move into 2009. COMO Hoppman and his Chief of Staff, Peter Raiswell, bring competence, enthusiasm, and a passion for what we do. What they don't bring is the ability to do it all alone....your help is needed to make this organization great and to carry out our missions. Through it all, please don't forget our core values of Honor, Respect, and Devotion to Duty.

Kerigan becomes the Auxiliary's 29th National Commodore

WASHINGTON – At a ceremony held at Coast Guard Headquarters on October 31st, Commodore Nicholas Kerigan relieved Commodore Steve Budar to become the 29^th National Commodore for the U.S. Coast Guard Auxiliary.

The ceremony, which was presided over by ADM Thad Allen, Commandant of the U.S. Coast Guard, also sworn in other national leaders for the 2 year term ending October 31, 2010.

Serving as National Vice Commodore will be Jim Vass from Port O’Connor Tex. Vass most recently served as Area Rear Commodore for the Auxiliary’s Atlantic West Region.

Commodore Stephen McElroy, who most recently served as the District Commodore for the Auxiliary’s 5^th Southern District, will serve as the National Chief of Staff.

The Area Rear Commodores will be Thomas Venezio (Atlantic East), Thomas Malison (Atlantic West), and Vic Connell (Pacific Area). Commodore Venezio most recently served as District Commodore for the Auxiliary’s First Southern Region. Commodore Malison served most recently in the Eighth Eastern Region as District Commodore. Commodore Connell, a retired physician who is also involved in the Auxiliary Medical Core, is finishing up his term as District Commodore for the Auxiliary’s Eleven Northern Region.

The National Directorate Commodores for 2008-2010 will be Commodore Ed Sweeney (member Services Directorate), Commodore Robin Freeman (Recreational Boating Safety Directorate), and Commodore Mark Simoni (Operations Directorate).

The U.S. Coast Guard Auxiliary is the uniformed civilian component of the United States Coast Guard. Created by an Act of Congress in 1939, the Auxiliary directly supports the Coast Guard in all missions, except military and direct law enforcement actions.

To the men and women of the Coast Guard -

A few weeks ago, DHS, with the Coast Guard's full knowledge and support, resumed its authority as the acquisition decision authority for Deepwater projects. We welcome this decision as a formalization of how we actually have been operating this past year, and it brings Deepwater into the fold of the normal acquisition process. This restores the checks and balance we desire, and provides full transparency to our acquisition process.

The re-establishment of DHS as the acquisition decision authority for Deepwater projects has been widely misinterpreted as a disciplinary measure with negative ramifications for the Coast Guard. In fact, the language simply memorializes a best practice that the Coast Guard voluntarily implemented ten months ago based on our lessons-learned from early Deepwater management mistakes, a topic which has been the subject of extensive Congressional testimony.

On Friday, RADM Gary Blore, the Assistant Commandant for Acquisition (CG-9), clarified for his entire directorate several misrepresentations made in traditional and social media outlets concerning the Department of Homeland Security's rescission of its delegation of authority to the Coast Guard for acquisition of Deepwater projects. As the Coast Guard's Acquisition Executive, I want to confirm RADM Blore's message and to emphasize two points for all of our personnel.

Since April 17, 2007, when the Commandant articulated his vision for Acquisition reform (https://www.piersystem.com/go/doc/786/154307/), RADM Blore and his entire team have made remarkable progress to improve our acquisition programs across the board. Both the Department and the Coast Guard have complete faith in the new Acquisition program. We have turned the corner from our early mistakes and we are confident that our acquisitions are on track and are being conducted in the best interest of the American public and the Coast Guard. Just this past week there were several examples of how our Acquisition Directorate ensures that the Coast Guard has the right resources to sustain excellent mission execution. These examples include: underway operational tests and evaluation aboard the National Security Cutter (http://www.uscg.mil/comdt/blog/2008/11/nsc-conducting-underway-operational.asp#links); the opening of a second production facility for the superbly designed and capable RB-M (http://www.uscg.mil/comdt/blog/2008/11/commandant-visit-to-rb-m-production.asp#links); an integrated FRC acquisition team site visit to an impressive parent craft equivalent for the Sentinel-Class (http://www.uscg.mil/comdt/blog/2008/11/frc-sentinel-class-parent-craft-visit.asp#links); and the acceptance of our sixth HC-144 ttp://www.uscg.mil/acquisition/newsroom/updates/hc144a110608.asp). These recent milestones show how our reformed acquisition program is better preparing the Coast Guard for All Hazards - All Threats.

As the Commandant stated in his "Way Ahead" message, "Unfortunately, it is impossible to ensure that information passed via the social media is complete and accurate, thus, the reader has to assume responsibility for judging the validity of the information." We can each mitigate that effect by being aware of what information is being communicated on issues related to our duties within the Coast Guard. Where opportunities present themselves to educate, inform, and in some cases correct the public record, I encourage you to do that in a deliberate and professional fashion in accordance with Coast Guard policies.
